Send up cargo (water, fuel, metal, food) cheap and under high Gs. Send people up in something else (regular chemical rocket).

Is there some reason you want to send up water, fuel and metal in the same vehicle/method that you send up people ?

Cheap space fuel depots in low earth orbit can lower the cost of chemical rockets by ten to twenty times. Look at the cost and payload differential going to Low Earth Orbit vs GTO or going to the moon.
