I don't know that I'd exactly call it a "cyberattack."

They crawled into 3 or 4 different manholes and took a boltcutter to the fiber bundles.

A physical assault on the networking infrastructure, yes, but "cyberattack" suggests crackers working via software rather than criminals destroying the physical plant.

I hope they catch the guys, lock 'em up and throw away the key; it wasn't nice around here until they finished patching the fibers.

It was certainly a wakeup call about the over-centralization of the backbone, though.
