How big exactly is the pony? And how many of them are scattered around town?

About 12". All sorts of ponies around town, it's kind of an ongoing theme. The City of Portland tries not to tear up the old kerbs when doing street or sidewalk repair, so there's quite a lot of 19th and early 20th century stonework complete with chiseled street names, often changed since for one reason or another, and horse rings.

AH.... now it makes a bit more sense. I don't think we ever used horse rings in the kerbs here in Aust, so I didn't quite understand where the rings had come from.

So thank you, for the photo and the explanation :)

I love that Portlanders are actually using the horse rings in front of their homes. We recently visited a friend in Portland and just about everyone on their block had hitched a pony.
