I think whoever wrote that PBS piece had heard the term 'the low countries' but didn't remember it correctly.

I am slightly relieved that Wheeler is not my member of the Nevada Assembly — I live in Assembly District 39, not 38. But not only is that opinion of his repugnant on the face of it, it substitutes the opinion of one's constituents for the judgment of the person having to make the decisions. If he thinks all he's supposed to do is exactly what most of the people who elected him want, then why bother having a deliberative assembly at all? Just put everything to a vote of everyone, directly. (I know some people think that would be just fine, but I'm not one of them. Direct Democracy sounds all well and good, but it's not a great way to run a country (or a state).)
